EAST LANSING, Mich. — Two proposals have been submitted in response to a Request for Qualifications/Proposals (RFQ/P) for the East Lansing Downtown Development Authority’s (DDA) properties at 314, 328, 334, 340 and 344 Evergreen Ave. The deadline for responses was Monday, Feb. 24.
The two submitted project proposals can be viewed at www.cityofeastlansing.com/EvergreenProperties and the public can send comments/feedback regarding the proposals to City of East Lansing staff and members of the DDA by sending an email to Evergreen@cityofeastlansing.com.
On February 20, 2020, the DDA passed a resolution to create a Review Committee comprised of DDA members, community stakeholders and City staff. A joint meeting of the DDA and Review Committee is being planned for March 2020, at which the developers with submitted proposals will present their proposed projects and answer questions from the DDA and Committee. The Review Committee will then reconvene for a second public meeting to deliberate. After the Review Committee completes its scoring via the evaluation forms included in the RFQ/P, the scores will be collated and provided to the DDA for review.
The DDA will consider the proposals, the scoring and the context from the Review Committee at a future meeting and is expected to provide a recommendation to the East Lansing City Council for next steps, which could include beginning the process to negotiate a development agreement, purchase agreement and the submittal of a formal project application.
