CDBG Program Funding

The City of East Lansing is required to provide the following reports to the Department of Housing & Urban Development (HUD) in order to remain compliant for funding.

2020 Action Plan

The PY20 Action Plan (PDF) outlines proposed program activities, which are funded by HUD, for the July 1, 2020-June 30, 2021 grant year. It is important to note that all Action Plan documents are uploaded into the federal government reporting system. As such, this report reflects all template information required by HUD       


2020 Consolidated Annual Performance and Evaluation Report (CAPER) and Public Comment Period, Public Hearing


The City of East Lansing has completed the 2020 Community Development Block Grant (CDBG) program Consolidated Annual Performance Evaluation Report (PDF) covering activities from 7/1/20 through 6/30/21. This is to provide notice that the formal 15 calendar day comment period on the Consolidated Annual Performance Evaluation Report (PDF) begins on September 16, 2021, and concludes on September 30, 2021. Individuals wishing to see and review the Performance Report may do so at the City of East Lansing Department of Planning, Building & Development Department, Room 217, East Lansing City Hall, 410 Abbot Road, East Lansing, Michigan
between the hours of 8:00 a.m. and 5:00 p.m. The report is also available for review on this webpage (see link above).

The City of East Lansing will hold a public hearing on Monday, September 27, 2021, at 6 p.m. in the 54-B District Court, Courtroom 2, 101 Linden Street, East Lansing, to receive comments on the CDBG program performance during the 2020 program year. Individuals and groups wishing to comment on the program performance are encouraged to attend the public hearing.

Written comments may also be submitted and should be addressed to the Planning, Building, Development Department, C/O Adam Cummins, 410 Abbot Rd., East Lansing, MI 48823, or by email at acummin@cityofeastlansing.com, no later than 5 p.m., on September 30, 2021, or should be presented at the public hearing.

The City of East Lansing will provide reasonable auxiliary aids and services, such as interpreters for the hearing impaired and audio tapes of printed materials being considered at the meeting, to individuals with disabilities upon request received by the City seven (7) calendar days prior to the meeting. This notice is posted in compliance with PA 267 of 1976 as amended (Open Meetings Act) and the Americans with Disabilities Act (ADA) and published in compliance with the Michigan Zoning Enabling Act, 2006 P.A. 110.

Analysis of Impediments to Fair Housing


Each year, the City of East Lansing certifies that it will uphold Fair Housing laws and ensure that there are no "Impediments to Fair Housing" in East Lansing. The Analysis of Impediments to Fair Housing (PDF) is an analysis of policies and procedures related to fair housing and evaluation of potential housing discrimination patterns in East Lansing.
