The Community Development Division administers a number of grants to non-profit community programs that provide services to income-qualified residents that meet the HUD Income Qualifications. Examples of services are child care, domestic abuse support and counseling, elderly care, homeless assistance, legal services, literacy programming and mentor programs. It also offers financial assistance to income-qualified persons looking to purchase a home or making rehabilitation improvements.

Capital Area Housing Partnership: non-profit agency that provides residents with home buyer assistance programs and homeowner rehabilitation services
Avondale Square Project: new neighborhood development which, upon completion, will feature 26 new homes
Fair Housing Information: definition and description of the City's pledge to affirmatively further fair housing
