Freedom of Information Act

Freedom of Information Act (FOIA) requests are still being accepted by the City of East Lansing, however, please be advised of the following:
  • Due to Governor Gretchen Whitmer’s Stay Home Stay Safe Executive Order and the City of East Lansing's Local State of Emergency, City of East Lansing offices are closed and the next business day is not currently scheduled to occur until Monday, June 15, 2020.
  • Governor Whitmer’s Executive Order 2020-38 (Temporary extensions of certain FOIA deadlines to facilitate COVID-19 emergency response efforts) signed on Sunday, April 5, 2020, is in effect until June 4, 2020 at 11:59 p.m. As such, please expect delays in the processing of all FOIA requests until the Executive Order expires.
The Freedom of Information Act (FOIA) establishes a citizen's legal right to access government records and information upon request. It makes government more transparent by guaranteeing access to government records and regulating and setting requirements for the disclosure of public records by all public bodies in the state, including state agencies, county and local governments, school boards, boards, departments, commissions, councils and public colleges and universities.

In 2014, the State Legislature amended the FOIA to include a requirement that all municipalities adopt a formal policy for handling requests. The City of East Lansing has had such a policy in place since 2010 and it has been updated to reflect the significant legislative changes to the law. View the new FOIA Policy Resolution 2018-14 (PDF)Administrative Order of the City Manager Establishing FOIA Policies and Procedures (PDF), Attachment A (PDF) and Attachment B (PDF).

Requests for public records must be submitted online or in writing by mail, fax or email to the City Clerk / FOIA Coordinator.
