General Information: The city provides water and sewer utilities. Bills are mailed out quarterly on the first of the month. One-third of the city is billed each month. They are due without penalty 20 days after bill date. The City is divided into three sections and the sections are billed as follows:

 Section One:
8/10 to 11/10 Due in December
11/10 to 02/10 Due in March
02/10 to 05/10 Due in June
05/10 to 08/10 Due in September


Section Two:
09/10 to 12/10 Due in January
12/10 to 03/10 Due in April
03/10 to 06/10 Due in July
06/10 to 09/10 Due in October


Section Three:
10/10 to 01/10 Due in February
01/10 to 04/10 Due in May
04/10 to 07/10 Due in August
07/10 to 10/10 Due in November


Water and Sewer bills are quarterly. Failure to receive a bill does not alter the due date.

Land Owner/Rental Information

The Water Department endeavors to provide adequate and efficient water and sewer service to all properties in the city and to collect the money for those services in a timely manner.

Delinquencies are typically caused by one of the following....
* A tenant moves out leaving an unpaid regular and/or final water and sewer bill.
* A property is sublet without you or us knowing. The new tenants move out without paying the bill and the original tenant refuses to pay it. Suggestions that help us to help you!!!
* Pay for the service yourself and add the amount to the rent, especially in the case of duplexes as mentioned above.
* Instruct tenants to pay the final bill and bring the paid receipt to you before refunding their security deposit.
* Call us before returning security deposits to be sure the final has been ordered and the bill paid. This alerts our department to a change in occupancy in case the tenant has not notified us.
* Call and have all your property meters read on the same day and let us send the final bills to you. You then control the situation.

You will be notified if we are unable to collect from one of your former tenants. Ultimate responsibility for your rental property lies with you. If we are properly informed we can bill the persons actually using the service and actually collect payments through the finals process more easily.

Inform your tenants
* Tell them that the water and sewer service is with the: City of East Lansing 410 Abbot Rd. East Lansing MI 48823 (517) 337-1731 Ext. 6890 and 6896 NOT with the Board of Water and Light. They provide Electric service only.
* Tell them to call us BEFORE they move in and BEFORE they move out.
* Tell them to INFORM YOU of any leaks or running toilets. Leaks cost money.
* Call us if you or the tenant cannot determine the reason for a high bill and we will schedule an appointment for our meter personnel to meet with you to check out the situation.
* Tell them to inform us of any sublease so we can maintain proper billing information.
