Economic Development Assistance

In an effort to promote economic growth, the City of East Lansing provides assistance to businesses, offering support based on the nature of private sector investment and anticipated public benefit.

Development Review Process


The City has compiled a Guide to Development, which includes a flowchart, procedures, a list of required applications, contact information and other related information.

Brownfield Redevelopment


Tax increment financing is available for the redevelopment of contaminated, functionally obsolete or blighted properties. Eligible activities include environmental studies, clean-up activities, site preparation and infrastructure. These projects may also be eligible for Michigan Business Tax credit equal to 10-20% of eligible investment.

Entrepreneurial Support / Business Incubators 


  • Technology Innovation Center, commonly referred to as "the TIC," is a business accelerator for technology start-ups and professionals in the Greater Lansing region.
  • The Hatch is designed as a co-working space for prospective, creative and innovative college students ready to their business ideas as entrepreneurs. Members share a common workspace, while working on their own project, but collaborating to increase the probability of success.

Facade Improvement Program


The Facade Improvement Program is available for businesses located within the Downtown Development Authority (DDA) District. The program will provide up to $5,000 in matching funds for improvements to the facades of commercial buildings and up to $1,000 in design assistance. Grants require a minimum 50 percent cash match on behalf of the applicant for all eligible expenses. Funding is provided on a competitive basis. Total funds available are $30,000 and have been established through funds from the DDA.

Loan Programs


The Downtown Development Authority (DDA) offers a Small Business Loan Program (PDF) and Cultural Entrepreneurship Loan Program (PDF), which allows for loans of up to $20,000 for eligible business costs such as operating capital, inventory, leasehold improvements and other activities.

Personal Property Tax Abatement


The City can provide 100 percent abatement of personal property taxes for a period of up to 12 years for qualifying office or technology businesses. Property eligible for abatement includes equipment, furniture, computer systems and other taxable business assets other than real property. Download the application (PDF) to get started.

The City provides an array of site location assistance, including site search and identification, analysis of alternative sites, pro formas and related due-diligence activities.
